Kant argues that existence is not a predicate because just by making a statement about something, we presuppose the thing to exist. Saying it doesn't make it so.
Example: A statement about a mythical being does not presuppose that the mythical being exists.
It isn't called the Teleological argument in the book so I see where you can get confused. It's called The Argument From Design by Paley and it starts on page 46.

Yes. the test is during the normal time. And Gould is an evolutionist who says that mistakes and imperfections in nature are signs of evolution and not of design by a God.

It is that you cannot use "existence" as a predicate or definer of something. You cannot just define it into existence.
